Joan Armenta-Roberts
President and CEO
Joan has spent her entire career in California State and Local Tax and has become one of the leading specialists in her field. She started off her career by committing 17 years to the California State Board of Equalization (BOE, now the CDTFA) as a Tax Auditor and also served as Professional Sales Tax Advisor to Board Member Dean Andal.
After her time with the BOE, Joan worked for 18 years in public accounting, as a Managing Director in the State and Local Tax divisions of KPMG and PWC.
Zach Roberts
Vice President
Zach began his career in public accounting, where he spent four years developing a strong foundation in tax and financial analysis. He then transitioned into a six-year internal accounting role, gaining hands-on experience supporting day-to-day financial operations, compliance, and management reporting.
Over the course of his work as a Sales Tax Consultant at ARC, Zach has helped clients recover and preserve nearly $8 million through sales tax refunds, reverse audits, and audit defense engagements.
After spending five years as an instrumental part of the ARC team he became an owning partner of the firm in January of 2025. Zach brings a disciplined, detail-oriented approach in helping clients navigate audits and reverse audits.
